Peter J. Quadagno, President 1994 to 1996 - Electronic Payment Services, Inc., Manager, Transitional Services, Smart Card Enterprise
Created in October 1993, Smart Card Enterprise (SCE) was managing a large-scale
chip card software development effort for introducing an open, stored value
card (SVC) system in Delaware. Reporting to SCE's President, Transitional
Services (TS) was created in June, 1994 as an operating unit of SCE to exploit
opportunities implementing closed SVC systems in various vertical markets.
Failing to generate sufficient market interest, EPS abandoned the SCE development
initiative in July 1995.
Market segments investigated by TS were higher education, VA hospitals, gaming, public transit and toll collecting, hospitality and resorts.
TS managed installations of SVC chip card systems at Bank of America's Concord Plaza facility in San Francisco, CoreStates Bank's Plaza in Philadelphia and EPS's headquarters in Wilmington, Delaware.
TS created a prepaid phone card product for the MAC network and participated on an EPS Task Force to investigate the company's role in EBT programs.
1989 to 1994 - Metropolitan Transportation Authority Card Company (MTACC), Vice President, Operations
MTACC was created to manage the market introduction and perform Customer and Merchant Services associated with operating the New York City Transit Authority's stored value MetroCard product. MTACC was created in 1992 under the authority of Governor Cuomo and Chairman Peter Stengl and was the former MTA MetroCard Department.
As Director of the MetroCard department, my 11 person staff planned MetroCard's market roll-out, ensuring that the required operating support functions were established for the card's market introduction.
By May '94, with 175,000 cards in circulation, the merchant relations staff had established over 300 retail outlets to sell the card. These outlets captured over 5% of all card sales, while customer services handled an average of 400 calls or inquiries per week. These functions and their support systems were managed by a staff of four Directors and 21 subordinates in MTACC Operations.
MTACC Operations also managed the development and release of a Request for Proposal to begin the process of forming a public/private joint venture. Talks with Citicorp and Chase Manhattan were disbanded in 1995.
1987 to 1989 - Carmody & Company, Management Consultants, Engagement Manager / Marketing Director
Established discrete service offerings such as methodologies for bank profitability segmentation analyses, customer service operating analyses, ATM location and operating efficiency analysis, and syndicated market research. Managed engagements for ATM program design, ATM and POS network competitive analyses, POS draft capture market opportunities studies, developing fare media distribution strategies for the MTA, and developing statistical models for evaluating market research results.
1984 to 1987 - NCR Corporation-Financial Systems Division, Executive Account manager, ATM Vertical Business Unit
Sold and managed the installation of ATMs to a wide variety of banks and networks throughout New York State and New England.
1981 to 1984 - Manufacturers Hanover Trust Company, Assistant Vice President, ATM Project/Debit Card Product Management
Managed the installation of over 150 ATMs to create MHT's proprietary
ATM network. Project budget exceeded $18 million, including first year
operating expenses and all capital improvements. Required coordination
of 13 functional areas and vendors.
Upon project completion managed the bank's proprietary debit card product. Included marketing plan development and execution for ensuring the product's success and long term evolution.
Also participated in developing operating rules for the Cirrus national network.
